Portsmouth may have to pay an extra $15 million …

Portsmouth — The Portsmouth City Jail is the official name of Hampton Roads Regional Jail. According to Sheriff Michael Moore, the city paid roughly $40 million in September to formally acquire the regional facility. Still, a number of improvements and renovations are required for the facility, which could cost the city an additional $15 million.
